Japan's Jiji Press news agency says the government plans to submit a bill to revise the country’s aviation law to include the new rules. This action follows an incident in April when a drone landed on the roof of the prime minister’s office in Tokyo. The proposed rules would only allow individuals, following strict safety controls, to fly drones near airports and crowded residential areas.

The outline also calls for a licensing system for large and high-performance drones, requiring registration so owners can be identified in the event of accidents that involve drones.

The government also reportedly plans to ask drone-makers to install computer programs designed to prevent drones from flying in designated no-fly zones.
