Fluor Corp., Serco Group’s North American unit, and CH2M Hill were awarded spots on a five-year, $610 million contract to provide advisory and assistance services to support the Federal Emergency Management Agency's (FEMA's) emergency response and disaster recovery missions.

Contractors will be required to have pre-positioned staff and resources in their zones as needed, according to a solicitation of bids that FEMA issued in May. The firms will help evaluate and assess damage and needed repairs to public infrastructure after a presidentially declared natural disaster or emergency.

The contract covers professional services such as engineering, architecture, cost estimating, accounting and commercial property insurance. Work also includes non-professional services that FEMA says will make up around 80 percent of the contract’s overall requirement.

Fluor was selected for the Zone 1 portion that covers 19 states along the Atlantic and Gulf Coasts. Serco Inc. was chosen for Zone 2 that covers 17 states in the Midwest. And CH2M Hill was picked for Zone 3 that covers the remaining 14 states, including those along the Pacific Coast.

The contract includes a one-year base period with up to four additional option years. Work would take place through November 2022 if FEMA exercises all options.
